The optimum moisture content (OMC) is the percentage of moisture or saturation equal to the maximum density or minimum void ratio of a material under compaction. The optimum moisture content is commonly reported in net water content by weight where it is used in specifications for compacting embankments.

In the Modified Proctor/Fagerberg Test procedure, when testing Iron Ore Fines it states[1]:

The test procedure is applicable when the degree of saturation corresponding to Optimum Moisture Content (OMC) is 90% or higher.
